WCS Coalition Opposes Sirius' Request to Return to Operation 11 Repeaters
The WCS Coalition filed a letter announcing thier intent to oppose the return to operation the 11 repeaters that Sirius recently shut down. The letter confuses XM with Sirius, but their intent is clear; they intend to oppose the 180 day STA for Sirius to operate their repeaters.
The primary issue with the WCS Coalition is that Sirius announced their non-compliance issues then followed that with a petition for rule making that would include grandfathering in the current repeaters. It is unfortunate timing for Sirius.
Neither Sirius' nor XM's emergency request have been granted. Neither Sirius' nor XM's 180 day STA has been unblocked; therefore, no public notice has been generated.

Wireless satellite digital audio radio service (SDARS) head unit with portable subscription and cell phone abilities
Abstract
A system and method for automated activation of a radio, or content receiver, used to receive subscription radio services such as XM or Sirius radio. A wireless communications device with a short range data link wirelessly communicates with the content receiver to control the content receiver and receive a unique identification code from the content receiver. The wireless communications device also has its own unique identification code. The wireless communications device transmits an activation request message over a long range wireless communications link to a control station. The activation request message contains the receivers unique identification code and the communications device's own unique identification code. The control station maintains a database of valid identification codes that is used to authenticate the request. If the control station receives a valid request, an activation signal is sent to the receiver to allow operation of the receiver.

Envelope shaping of decorrelated signals
Abstract
The envelope of a decorrelated signal derived from an original signal can be shaped without introducing additional distortion, when a spectral flattener is used to spectrally flatten the spectrum of the decorrelated signal and the original signal prior to using the flattened spectra for deriving a gain factor describing the energy distribution between the flattened spectra, and when the so derived gain factor is used by an envelope shaper to timely shape the envelope of the decorrelated signal.

Abstract
A communication system (10) using hierarchical modulation includes at least one satellite (12 & 13) transmitting a data stream and a hierarchical modulated data stream, and at least one terrestrial station (16) transmitting the data stream and the hierarchical modulated data stream. The communication system can further include at least one receiver (18) for demodulating and combining the data stream from at least one satellite and from at least one terrestrial station and for hierarchically demodulating and combining the hierarchical modulated data stream from at least one satellite and the hierarchical modulated data stream from at least one terrestrial station. The terrestrial station can be a terrestrial repeater repeating the data stream and the hierarchical data stream from at least one satellite. The system can also include an uplink (11) having a hierarchical modulator for modulating both the data stream and the hierarchical data stream.

WCA Blasts Sirius Over Request to Add 16 Repeaters
It is request, the WCA asks the FCC to deny Sirius' request to add the 16 repeaters. It is rhetoric at its best. There are some great lines, such as:
"Sirius' Opposition illustrates that Sirius can not only cite to a work of fiction, it also can create one."
That quote was in response to Sirius' suggestion that the WCS is a secondary service relative to SDARS. The WCA admits that this has nothing to do with whether or not the FCC should grant the STA.
Another great line:
"In short, the WCS Coalitiion does not, as Sirius so snidely suggests, suffer from "'allocation amnesia' about satellite DARS spectrum primacy." To the contrary, Sirius appears to be suffering from delusions of regulatory grandeur totally unsupported by any rational review of the record."
The WCA has always been tough but fair and consistent. They call it the way they see it, right or wrong. Although they bitterly opposed XM's proposed purchase of WCS Wireless, they blasted Sirius when Sirius filed their own protest against the deal, essentially calling Sirius' argument nonsense. They have to respected them for that.
The WCA has a way of making their point that I would characterize as humorous. Whether you agree or not, it is a good read.
The WCA primary disagreement is that Sirius has failed to establish a need for the 16 high power (> 2000W) repeaters, nor have they presented any declaration from an engineer stating that the power levels are no more than necessary. The WCA would prefer to have more lower powered repeaters than fewer higher power repeaters that Sirius is proposing.
Meanwhile, Sprint Nextel withdrew its support of Sirius' request. BellSouth is also opposing the repeaters in a separate filing.
This is all out war with the WCS license holders. It could indeed put Sirius' request for the 16 repeaters in jeopardy as well as the requests filed by XM. Perhaps this is the motivating factor behind Sirius' decision to put up another satellite.
Sirius of course has issued its opposition to the petition to deny. This is the one that sent the WCA into a tizzy.
More than likely, this opposition from BellSouth, Nextel, and the WCA is in retailiation to XM's and Sirius' opposition to the extension to the build out date for the WCS licenses.
Looks like all the parties are taking the gloves off. This likely explains why the latest emergency STAs have not been granted. I am sure BellSouth (and AT&T) can bring enough political pressure on the FCC to cause them to think twice. Looks like it is shaping up to be a battle royal.

The RIAA Claims Another Victim
Recording an FM broadcast would appear to be well within a user's right. Unless companies like XM stand up to the RIAA, the RIAA will continue to trample on the rights of listeners to timeshift their music.
This issue is not dissimilar to the lawsuit brought against XM by the RIAA.

Enough Already with the Apple/Satellite Radio Speculation
The reality is that satellite radio is a legitimate entertainment medium and, consequently, as a matter of course, it gets mentioned in many (perhaps most) applications that involve audio or even video entertainment. Satellite radio is mentioned so often in patent applications that I don't bother to read most of them. If one searches the patent applications for the term "satellite radio", one would find 1,128 results.
Here are 3 Microsoft patents that mention satellite radio:

Will there be a convergence of satellite radio and other devices such as the iPod, GPSs, PDAs, pocket PCs, computers, etc.? Certainly. Someday. Perhaps sooner than we think. But the recent Apple patent application has little relevance to satellite radio and certainly should not be construed as an imminent deal between Apple and satellite radio. It might happen tomorrow, but not because of this latest patent application.

Sportster 3 Receives Recertification
Noticeably absent is the FM loop antenna. However, one can still see remnants of the loop antenna on the internal photos.
One may recall that Satellite Radio TechWorld had speculated that the earlier Sportster 3 certification had been dismissed.
It is shaping up to be a good quarter for both XM and Sirius as far as receiver availability goes, providing they can bring them to market.

System and method for multipoint distribution of satellite digital audio radio service
A satellite digital audio radio service multipoint distribution system and method. The system comprises a satellite antenna and a satellite receiver for receiving a satellite digital audio radio signal and distributing a converted signal in response thereto. The distributed signal is received by plural receivers each of which provides a respective output signal in response thereto. In the best mode, the satellite receiver is a terrestrial repeater. The repeater decodes a stream of data received from the satellite and recodes the stream using a satellite radio terrestrial broadcast format. In the best mode, the signal is an intermediate frequency signal in the XM radio, multi-carrier modulation format. The recoded signal is rebroadcast by the repeater via a distribution network and received by a plurality of intermediate frequency (IF) receivers. The distribution system may be wireless, cable, or fiber optic. In the illustrative embodiment, the IF receivers are modified conventional satellite digital audio service receivers. A user interface is provided for each IF receiver to allow for channel selection and audio processing.

Semi OT: AT&T Requests Consent for Transfer of Control of BellSouth Licenses
In order to appease some of the distractors, AT&T has made offers to sweeten the deal. This is the interesting part.
By December 31, 2007, AT&T/BellSouth will offer broadband access service in excess of 200 kbps in at least one direction to 100% of the residential living units in their in-region territory. At least 85% will be covered by wire line. The rest will be covered by satellite and WiMax. Those replacing their dialup will be provided a free ADSL modem with a commitment to 12 months or more of service. Service for speeds up to 768 Kbps will be offered at $10/month. This should bring down the cost of broadband across the board.
This part concerns the satellite radio providers. AT&T will initiate 10 new trials of wireless Internet access using the 2.3 or 2.5 GHz spectrum. Sirius and XM operate in the 2.3 GHz spectrum. AT&T and BellSouth hold WCS licenses in the 2.3 GHz spectrum, which they are required to buildout by July 2007 or risk losing it. The WCS license holders have requested more time to build out their systems. XM and Sirius are fighting the extension. Both could make use of this spectrum to expand their services.

XM Receives Certification on a New Receiver
It was also certified as a computer peripheral. I haven't quit got this figured out. Diagrams show the satellite radio and a GPS receiver both connected to a computer. It is not clear that the GPS receiver has anything to do with the satellite radio receiver. Update: In fact, further reading seems to suggest that this is part of the standard test procedure to have two I/O devices connected to the computer at once. It appears that GPS has nothing to do with the satellite radio. Here is the PC Peripheral test report.
Okay, I am starting to recall something. The Inno was referred to the Buna project, IIRC. It was even printed on the circuit board. In some of the related documents, this receiver is referred to as BunaX. So, were are going out on the limb here and say that it is another Pioneer product. Unless it has grown an antenna out the top, it definitely is NOT the SkyFi 3.

Sirius Shuts Down 11 Repeaters
The repeaters that were shut down are in Akron; Atlanta; Greensboro, NC; Harrisburg; Knoxville; Monterey, CA; Orlando, Pebble Beach, CA; Philadelphia, Lansing, and Wilmington.

XM Files Routine STA to Operate Repeater Network with Modifications
XM also indicates that it plans to construct an additional 112 repeaters--previously authorized-over the next one to two years. Parameters will be slightly modified from the original request. These 112 sites (137 antennae) include: 1 in Atlanta; 24 in Boston; 2 in Buffalo; 2 in Cincinnati; 1 in Columbus; 2 in Dayton; 2 in Detroit; 7 in Hartford; 5 in Houston; 5 in Los Angeles; 3 in Milwaukee; 5 in Minneapolis; 2 in Nashville; 15 in New York City; 8 in Phildephia; 6 in Providence; 3 in Springfield; 2 in Syracuse; and 18 in Washington, DC. These are all previously authorized repeaters that were never built that XM plans to construct in 2007-2008. There were 21 other antennas planned for these sites that will not be built. It appears that XM intends to blanket their home terf as well as that of Sirius' with repeaters. Boston will also be well covered.
XM defends its deployment of repeaters and makes its case that the present and proposed configuration is less problematic to other licensees. It makes the point that it was authorized to build 1,200 but has only built around 800. XM points out that it was authorized to build 100 high power repeaters, but has only built a few. In short, the present request represents a smaller, less powerful network of repeaters. Although some repeaters were operated without authority, no repeaters were ever operated in a market were repeaters were not authorized.
In essense, XM requests authority to operate its network of repeaters as built and operated before the repeaters were turned off or the power turned down a couple of weeks ago. Due to lease expirations and destruction of certain towers, etc, XM seeks to modify the parameters on some existing repeaters and to modify the parameters of repeaters yet to be built.
If granted, XM proposes to return 230 sites covered by the present authority, including 24 high power, 162 medium power, and 44 low power sites.

GPS/XM WX Combo Patent Application
It was originally thought to be a Garmin application. No ties can be found back to Garmin. The real applicant is making a conscience effort to hide who they are. Two of the inventors can be tied to Bushnell in Overland Park, Kansas, plus one other inventor that appears on another, similar application. Perhaps Bushnell is planning to enter the GPS market. GPS is not listed as one of their products on their web page, but clearly there are GPS applications tied to Bushnell. There is a Bill Cross and a Richard Ball listed as inventors in the previously linked application. In other applications, there is a John W. Cross, probably the same as Bill Cross. There are also several other applications that tie all the inventors to a Christopher Lalik, not a very common name. Lalik is also listed as a Bushnell inventor.
The legal firm has now been tied to Bushnell. It appears conclusive that this is a Bushnell application.
It appears that Bushnell is going into the GPS/Weather data business.

Payment system and method for data broadcasted from a remote location to vehicles
The present invention is directed to a payment system and method for chargeable data that is broadcasted from a remote location. The payment system and method includes a Web site, the remote location (or a broadcasting station), and an end receiver. The Web site is configured to allow for the payment of a limited purchase amount (LPA) and to create and/or provide an encryption code. The LPA specifies an amount of chargeable data that has been purchased. The encryption code specifies the LPA at the time of payment and an authorized receiver associated with the LPA. The end receiver receives and stores the chargeable data broadcasted from the remote location. The end receiver includes an input unit for inputting the encryption code into the end receiver, and it extracts the information specifying the LPA and the authorized receiver from the inputted encryption code. The end receiver then uses an amount of the chargeable data (e.g., a song) from its storage device within the LPA if the extracted information specifying the authorized receiver matches the end receiver.

OT: Toshiba Receives Certification for Cell Phone/Organizer
It is a cell phone, organizer, camera, BlueTooth device, media player, video caller, and video recorder, all in one. It uses a Micro SD memory card. One interesting aspect is that it can be used with Vodafone. I don't know if this is unique. I have never thought about it, but I could use that. I spent $170 last month just on cell phone calls to/from Canada, and that's with an international calling option. The manual is here.

SkyFi 2 Receives Re-Certification
It was tested in the Cadillac Escalade, Toyota Avalon, and the Nissan Maxima.
The newly certified SkyFi 2 will work in the old SkyFi 2 docking station; however, it will not be optimized for FM modulation. In other words, if you use the FM modulator (wired or not), you will need a new docking station. Direct connection will work as before.

Sportster 4 Receives New Certification
Noticeably absent from the internal photos is the FM loop antenna. However, the FM modulator chip is still there.
The manual has a good sketch of the FM Extender:

Referring to the remote radiator, it underwent in situ testing in 3 vehicles, representing small, medium, and a large vehicles: Accura SX, Honda Accord, and Nissan Quest. It was an interesting choice of cars to say the least. There are pictures of the installations, but the following sketch illustrates it better:

The XM solution appears to be more inconspicuous and more suitable for a conventional vehicle antenna. The Sirius solutions appears to be less daunting to install, but the XM photos may be deceiving. The actual photos of the Sirius installation looked horrible, but this was because the FM Extender appeared to be taped in place. Hopefully, this was done for expediency and not out of necessity.
Let the debate begin over which has the better solution.

Details Out on XM's Recently Certified Radios

The following is a photo of the FM Direct unit. It seems to be much simpler that my old in-line FM modulator.
Looks like XM has made a real attempt to resolve the FM modulator issue. Although the radio contains an FM modulator, it does not have an internal FM loop antenna like the Ki Ryung radios, such as the Sportster 4. The XM radios should provide much better results.

WCS Coalition Meets with FCC, Complains about XM
As anticipated, they used satellite radio and XM in particular as their whipping boy. They were quick to mention XM's recent special temporary authority (STA) concerning repeaters:
"The participants also discussed the history of the Commission’s consideration of Digital Audio Radio Service (“DARS”) terrestrial repeaters, the adverse impact that the failure to establish rules governing those repeaters has had on WCS utilization, and the implications of XM Radio Inc.’s recent admission that is has been operating over two hundred terrestrial repeaters unlawfully."
They complain, yet they refuse to engage XM and Sirius in reaching a solution. Both XM and Sirius have been proactive in attempting to resolve the issues.
Once again, Satellite Radio TechWorld urges the FCC to tell them, "Use It or Lose It".

Breaking News: Arbitron Personal Meter

It can be worn to acquire this information on the go or placed in its recharger to pick up listening habits in the home. There can be multiple rechargers in the home. The rechargers communicate to a collector via the AC wiring in the home. Once a day, the collector sends the information back to Arbitron via the phone lines (see photo to the right). It is the collector that required FCC certification.There is more information on the Personal Meter on the Arbitron website. Below is a picture of the wearable device from that website.

The user receives points for wearing the unit. One receives $5 per month just for participating. A bonus is received for wearing it just over an average 14 hours a day. A point is awarded for every 10 minutes of "green light" time. Six hundred points or more earns one an extra $2.50 a month. After 90 days, each participating household member receives a one time $100 gift, plus a $100 annual gift.
